Not
It's all solid state or black box BSM module
I had a horn go intermittent and it turned out the actual horn sounder was faulty.

Yes, for a 2003 C3 the BSM does have relays.
But the problem I have is that apparently these things all work or they don't...at the same time?
Fuse F14 in the glove box fuse box supplies power to the coils of the horn relay and reversing relays for the washer. I would check that fuse for serviceability and that it fits snugly in the fuse holder. Remember it's intermittent, so it might look right but not be right.

I will check that later.Fuse F14 in the glove box fuse box supplies power to the coils of the horn relay and reversing relays for the washer. I would check that fuse for serviceability and that it fits snugly in the fuse holder. Remember it's intermittent, so it might look right but not be right.
Where are these relays?Yes, for a 2003 C3 the BSM does have relays.

They are inside the BSM (engine bay fuse box). They are not "user serviceable", they are soldered to the printed circuit board. There are 3 in this case. 1 for the horn and 2 for the washer motor. There are 2 for the washer because the motor runs forward and backwards (front washer, rear washer). But power for all those relay coils comes from F14 in the BSI.

Thanks a lot.
I will try to dismatle BSM and check F14.
How to inspect that relays?
Do you know some method?

Could be the relay or could be a bad solder joint?

You should check for power here (from the BSI at the loom connector) when the horn/washer stops working.
