To remove the Citroen C3 headlight assembly you can follow these instructions.
Headlight lenses on older cars are getting dull and reducing the light output. There are shiny new headlight pairs are available here on eBay
Turn the steering to full lock to allow access to the two inner arch clips, remove the clips (Citroen C3 special inner arch clip removal tool)
Release the under engine tray mounting clips that attach to the inner arch, they may be missing or have been replaced with cable ties.
Bend the inner arch back and spray some penetrating fluid on the bumper to wing bolt.
The nut is captive in the bumper and the screw is probably a bit rusty by now.
You have to do this by feel as access is poor.
To remove the front grille, undo all the torx screws and lift it off.
Remove the bumper torx screws now visible with the grille removed.
Undo the wing mounting bolt on top of the wing and the headlight mounting bolt next to it.
Reach in to the inner arch and undo the bumper to wing bolt that has had some time to soak.
The bumper is lipped onto the headlight and is easily removed.
The bumper should be quite free now and give good access to the headlight mounting bolts. The bumper is quite flexible and can be easily moved out of the way to get to the bolts.
The lower headlight assembly mounting bolts are now visible and can be removed.
Release the last top headlight clip by pushing the headlight in and then push the clip from below and release the headlight. This clip may be already broken, so no need to do this.
The electrical plug can be removed by sliding the red locking tab across the headlight plug, remove the plug, the headlight should be free from the car now.
