The Citroen C3 does have power steering, even the base models but they do not use power steering fluid. There is no fluid, no power steering pump and no power steering belt to break. There is no place on the Citroen C3 models to add power steering fluid of any type.

The power steering on a Citroen C3 is all electrical. It is an ePAS system (electronic power assisted steering). One that uses the car battery to power a motor that turns an electric motor connected to the steering rack.

The vehicle speed sensor communicates with the power steering ECU along with information from the steering sensor. The ECU then calculates how much power is directed to the electric motor based on the vehicle speed and the turning of the steering wheel.

Not having a power steering pump, a drive belt for it and all the power steering fluid means the Citroen C3 won't have a break down related to any of those parts. This includes the C3 Picasso and the Pluriel. No power steering fluid.

Problems with ePAS are not uncommon. A total loss of power steering is the usual failure mode for ePAS. The problem can sometimes be traced back to the dirty ePAS connectors that just need a quick spray. Other faults are on the ECU. these can be easily changed on the C3 and pluriel, but more involved on the C3 Picasso due to its location on the steering rack.
