EDIT: upgraded and enhanced cabin filters that include an activated charcoal filter are available for all the C3 2002-2009 HERE and HERE at Euro Car Parts. A worth while upgrade that is a direct fit part and fully compatible in size with the original Citroen filter.
Pop the bonnet (from under the glove box) and prop the bonnet with the arm that unclips from the bonnet and slots into the bracket attached to the wing.
As you face the engine, on the left near the windscreen you can see the pollen filter access cover: To remove the pollen filter access cover, remove the three cross head screws and lift the cover from the bottom: Lifting the bottom of the cover allows it to be disengaged from the locking tabs at the top. Withdraw the filter access cover and keep it safe with the 3 screws removed previously.
With the filter access cover removed, the pollen filter will be visible. Flip down the pollen filter housing flap that is in the photo above to allow access to the filter. Pull the pollen filter towards you to remove it. Refit the new Pollen Filter by pushing the filter into the housing, push the filter flap back into position, find the filter cover that was removed and slot the tabs into the top of the housing, then hinge down the bottom of the cover and refit the 3 screws. You can get the right pollen filter for your Citroen C3 here.
You can also find new C3 pollen/cabin filters on eBay - click here. You can save yourself some money when you do the job yourself and this one to replace the pollen filter is a basic job taking only a few minutes, is easy to access on the Citroen C3 and only requiring a cross head screwdriver to complete.

I used the STP Air Con Cleaner (150g) - click here -
A simple process of sliding the front passenger seat fully forward and then tilting the seat towards the windscreen to make a space in the rear passenger foot well. Run the engine, set the blower to full and a/c to on, all vents open, windows closed.
Shake the can, press the button and stand it upright in the rear passenger foot well.
EXIT THE CAR

Close the door and wait 10 minutes for the can to empty and circulate its contents throughout the A/C, blower and C3 interior.
After 10 minutes, open the doors and windows, reset the passenger seat and recover the empty aerosol.
Job done

Here is the aerosol in action
