This is a step by step guide for accessing the air filter on a Diesel Citroen C3. Removing parts required to access the air filter also gives access to the fuel filter and fuel filter water drain off. Maybe its time to drain the water from the filter?

Pop the bonnet and prop it open securely to allow access to the engine bay.
Remove the sound shield (if fitted). No tools are required, it needs a pull up to release it from its rubber mounts. This then gives access to the diesel hand priming pump and its mounting clips.
Unclip the Diesel hand priming pump from the C shaped black plastic clips to reveal 2 phillips head screws. There are 3 screws in total that hold the two halves of the air filter box together.
Find the air intake cover marked with 1 2, twist the knob a quarter of a turn.
Remove the air intake cover
You can now remove the front half of the battery cover. It just pulls up, but take note of how the clips sit in the battery tray.
Slacken the turbo inlet pipe, just a few turns on the clip
Disconnect the wiring harness from the MAF - Mass Air Flow sensor on the turbo inlet pipe. Squeeze the clip and pull
The turbo inlet pipe can now be removed from the turbo and the inlet breather. Its still attached to the air filter box.
Remove the air inlet pipe. it just pulls up at the front and the back after pulling it from the rubber mounting clip underneath the pipe.
The air filter box is not fixed to the car, but held by two rubber mountings on its base and held by the associated plastic pipes attached to it. Its now possible to move the air filter box around to get a good access to the 3 phillips screws holding the two halves of the air box together. Undo the 3 captive screws.

With the screws undone the lid now hinges off the air filter box. Its held in by clips at the back, but they just detach when you hinge up the lid. The air filter lid with turbo inlet pipe attached can be easily removed from the car to allow access to the air filter.
Note the lugs on the air filter box lid at the top of the photo, these need to be aligned to the box when refitting, before tightening the 3 screws.
At this point you should have access to the air filter and plenty of access space. Note the two mounting points under the air filter box (not in the photo). The air filter box will need to sit snugly in the holes when its being refitted.
