Just found this hanging down by the accelerator,doe's anybody know what it is or where it goes

If all is well and it all works then ignore it. There are a couple of plugs not connected to anything on the C3 if you go looking for them. You can add an avatar to your account - Avatar or change your vehicle details - Car Bio or even add a signature to your posts - Signature. But this is not all you can do in the User Control Panel
