I have c3 2005 petrol 1.1v 60 hp . This problem is the most problem in Egypt for Citroen . Cooling fan work sometimes and once cannot work and the temp go to 4 level so I stopped car and open the bonnet and wait afew minutes and fan start again and I go to physition which connect OBD2 to laptop and error is coolant temperature fault and he said the temperature sensor is faulty and must be changed . I change it with new temperature sensor and this problem not go . He said the fuse of relay and relay must be change . I change relay an f8 fuse . After weeks the problem not go . Go to him again and he said the problem is in fan and I buy second hand fan and the problem is left for 3monthes and return again now . I need help from the specialist? And how can I found the cause?

If replacing the fan fixed your problem for a few months, it's possible your second hand fan has also failed.
Does the fan run at all...ever?

If you have air conditioning, when the air conditioning is turned ON the fan should run all the time.
With the air conditioning turned OFF AND the outside AIR temp BELOW about 30'c, then the fan should cycle on and off every couple of minutes. When the engine is warmed up.
If the air temperatures gets above 30'C the fan might run all the time.
If your fan runs at all, the fault is unlikely to be the fan.
If your engine over heats only while you are driving at speed (on the highway NOT in traffic) then you have a problem with your radiator.
