The answer to your question is.. YES, but
its a big 'BUT', take a look at this ebay listing for the proper kit to fit an aftermarket induction kit and cone air filter to a Citroen C3 (same as the C2, 207 etc - its all the same kit) aftermarket high flow air filter kit (Citroen C3) on eBay
So, if you don't have those bits, you will need to find some or make some that do the same job.
Have another look on eBay for some universal induction pipe which may do the job.
Some very good instructions for fitting a genuine kit are here:

Like one of these? Air intake pipe with small tee for breather (eBay) to allow you to connect the breather hose.

You could use the citroen breather hose that's already fitted, disconnect it from the intake pipe that you will remove anyway and attach it to the small breather outlet on the silicone hose (Silicone Tee on eBay).Thank you that's right, would you be able I find me a universal breather hose
This way the breather pipe is going to fit all the Citroen parts well (as its the original breather hose), you just need to find a way to connect the citroen breather pipe to the silicone hose stub. Not knowing what the breather connector looks like, I couldn't suggest the part, but its is probably going to be a short stubby bit of copper pipe or aluminium pipe that couples the two together held with a hose clamp:

This is some silicone hose that matches the elbow and tee which can be used as universal breather hose on eBay
But you would still have to couple them together with a plastic, copper or ally coupler. This would have to be the correct diameter to make a nice tight seal.
