Hi bigphilly
If you can add a year, engine size etc, all those relevant bits can help.
But, no crank signal or low fuel pressure in the common rail are enough to inhibit starting of the engine.
So, something common to both those, yet simple? .. Have you checked both fuse boxes (glove box and engine bay) for blown fuses?
The fuse box layouts are in the tips section, here is one to start you off (the others are linked in that post)

This is unlikely and not a common fault on the C3. Water in the fuse box in the engine bay did affect some models though.do u think water could have got in to the ecu
Its a pain to get the sensor out as you have to remove the pulley. The sensor is a sealed unit with no moving parts, unlikely to fail, although the electrical connection can get dirty and is worth cleaning.ive got a crank sensor which im going to fit 2nite
I assume your 2003 1.4HDi Citroen C3 has only 8 valves?

It will be worth finding out for sure if its an 8valve or 16valver as they have different injection systems and engine ECUs. Your crank sensor and the common rail fuel pressure sensor both connect to the engine ECU, so we will need to find out before long.
How up to date is the software in the snap on scanner? The early C3 diesel is well known to be difficult to get the codes from with anything than the citroen workshop lexia tool.

I think its going to need a little more diagnosing before the problem can be pinpointed. There are several things that will stop the engine from starting and they should be logged as faults in the computer. Having the right tools to get all the codes will help and hopefully the right garage will have what's needed.
