The yellow light doesn't show up when engine is cold (the thing thats heats up that other thing in engine block, glow plug? :) )

in cold weather (-10 below zero in celsium ) i'm having such a problems.

the funny thing is that, when the weather is fine, sunshine... there is no problems any more and car starts.

I would check the glow plug relay and the glow plugs as -10 degrees c is when the glow plugs are likely to be used in pre heat mode to aid starting. A faulty glow plug can damage the relay and a faulty relay can damage the plugs, so its worth changing both together if you don't want to test each glow plug.

The glow plugs are on the rear of the cylinder head.

But it may be a fuel issue at such low temperatures

is there any relay responsible for the cars immobiliser or something like that?
No, there is no relay. The immobiliser is controlled by the transponder ring around the ignition barrel, the BSI and the Engine ECU - oh, and the immobiliser chip inside the key. You could try the other key.

Poor starting in such very cold temperatures could be glow plugs or fuel. Battery and starter motor are both possibilities with starting problems where the engine turns over.

i changed the battery to brand new, but that didn't change anything.
A good quality one?

The Glowplug Relay on a 2004 Citroen C3 is behind the front bumper (you have to remove the front bumper) and then remove the left hand headlamp assembly to get access to the relay. Its nicely hidden :)

The diagnostics should show error codes for glow plug relay if its not working correctly.

There may also be a heater in the fuel filter, some have it, some don't, some need it. It may be worth checking that if you have cold start issues.
