hdi 16v 8hy won't start

I have bought a c3 hdi and I can not get it to start. I presumed the previous owner had messed with the bsi etc so For my own piece of mind I have fitted a bsi , Ecu, key , transponder , and instrument cluster. It still won't go. Can anyone tell me 100% do I need to have the Ecu bsi coded?? Or not. Or any ideas. The car spins over but it won't even fire on brake cleaner which I think is a bit strange. Any advice would be appreciated. I am a mechanic by the way so hopefully I have bypassed the basics.

BSI and ECI must be coded together. Take donor units from the same car and they are already coded and will start a different C3, but not al functions will be valid.

Turns over, won't run on an alternative fuel delivered through the inlet, suspect the cam belt....
