Hi because we own this car not long, maybe this is normal, but the glowplug preheat light NEVER EVER lights up.

There was few colder days (like minus 5 degrees Celsius), but this light still never came. So do i have some problems or what?
With lexia tool i tested panel lights-they all light up, so it's not physically broken.

Even when you turn ignition-this light doesn't light up :)

Even when you turn ignition-this light doesn't light up
Same here, on a 1.4 HDi C3, 2002. Never seen the preheat/post heat light come on. Car starts and runs fine so I guess there is no problem.

I know the glow plugs spend most of their working time in 'post-heat' mode, which wouldn't warrant the 'pre-heat' warning light.

Maybe the temperature needs to be much colder to get any decent level of pre heating.

Maybe. in what lowest temp you started your car? Or maybe we both have broken pre-heat relay :)

It never gets below zero here and the car is only started when its over 2c or so.

I don't think there is a problem with the relay as the car starts very well, even when cold and runs fine in the post-heat mode.

But it's probably just not cold enough to notice a problem, thank goodness.

maybe they use different modifications for different weather zones. my car is from France but i live in Lithuania :) here in winters sometimes is minus 40 degrees of celsius cold :) in summer 43 degrees of hot :D SO maybe our cars dont have pre-heat cause created for warm weather zones. Well, will see when will be minus 20 soon :D
