Hi, the glow plug relay is behind the front bumper. It's only a classic relay so test it like you would any relay if you have access to it.
Lexia (here) can test the relay control without removal and detect if the glow plugs come on and off when they should.

Trouble is that faulty relays will damage the glow plugs and faulty glow plugs can damage the relay. If one part is bad, it would be best to change both.

But and it's a very big BUT


The glow plugs are not used in pre heat mode on the C3 in usual conditions. If you have starting problems? (That is another topic) it is highly unlikely to be the glow plugs on a HDi engine causing poor or non starting for a C3.
