This occurs from time to time at speeds of around 25-35mph. I take my foot off the accelerator but the car continues to gather speed. The garage that has been servicing my cars for almost 20 years tell me that I need a new clutch. However before I commit to a costly repair I am wondering if the problem is something else; something peculiar to Citroen perhaps. or worse still something about my driving!!
I would be grateful for any advice and/or opinions.

While the car may well need a new clutch, the description you give is not indicating a clutch fault. There are some crossed wires.
If the garage suggests a new clutch the have probably found it is in need of one very soon - when they go, they go bad quickly.
The engine surging you are experiencing could be engine oil being burned in place of a regulated fuel, this will be accompanied with lots of blue or white smoke and can fail catastrophically in a 'run away' mode.
Or, more likely, there is air in the fuel or some problem with the fuel supply that causes the car to accelerate by itself.
The accelerator pedal is electronic and a fly-by-wire system. It is not likely to be the problem buy they are easily swapped over with a spare one (here) to rule it out.
