On the 2010 C3 the 12v power socket has a 30a fuse. This will be enough to cover a 10.5a kettle.
You would be advised to run the engine while you heat the water because it may kill the battery off quite quickly otherwise.

we had one of these once and yes they do work, but it seems to take for ages and it is a real pain having to have the engine running for so long at a lovely peaceful beauty spot. It is not like a household electric kettle, it cannot be, due to the lower voltage.
You do still have the alternatives of a Thermos, a camping gas cooker and a metal ketal, or a primus, if you like things old style. But I do agree there is nothing like a freshly made pot/cup of tea!!
If you are really cool and a bit daring, you could try having the kettle ready to go, and plugging it in when a you are a couple of miles from your destination! Smack! Grow up Stan! OUCH! NO! DID I REALLY SAY THAT? SOOOOO DANGEROUS! (bet this gets moderated out!!!) I have known camper-van types do this, and of course what else would you do on a canal barge?
(Now where are those tablets?)

These camping gas hobs from this ebay link have a carry case and use easy to obtain small gas bottles that fit inside. They heat pretty quickly and will take a pan too
