Hi has anyone got any info, wiring diagrams, pictures about the starter circuit, starter relay location C3 Picasso 2009 etc.Thanks

Hi and welcome.
I don't have a circuit specifically for a Mk2 and I will have to dig up my Mk1 diagram from my computer at home but lets see how we go.
So from the title I assume the starter wont run? Your car is a manual, so the starter circuit wont involve an Auto or sensodrive getting in the way of the starter working.
Basically the circuit goes like this: the ignition switch is connected to the BSI (the fuse box in the glove box). A signal is sent across the CAN BUS to the BSM (the engine bay fuse box). From there power is sent to the solenoid of the starter motor. The relay powering the starter solenoid is in the BSM. Forget about repairing the BSM it is "potted" in RTV and replacing relays is not for the faint hearted!
First establish if the problem is in the starter or somewhere else. You'll need access to a multi meter. Check if there is voltage at purple wire on the solenoid when you turn the ignition switch to start.
You could also see if the solenoid clicks when the switch is turned to start.
If it's the starter, typical failure modes are worn carbon brushes or the planetary gearbox has sh itself.
If it's the carbon brushes, you can try giving the body of the starter a tap with a hammer while someone holds the ignition to start. Try this only if you can hear the solenoid clicking.
The relays used in the BSI and BSM are rubbish so a failure of that is a possibility too.

Thanks for your reply went ahead and changed the starter everything seems fine now.

I usually do an "autopsy" on dead bits, if I can. Most times it doesn't matter if you destroy them getting them apart...they are already useless.
Sometimes you can get them running again and then you have a spare.
The last starter I did, the planetary gearbox was iron filings! It looked like an aftermarket unit that had been refurbished. Dodgy as!
