I noticed today that my rear wiper isn't working ....it's moving but it's not moving across the window, it makes an attempt to arch the window, gets about a quarter of the way and then gives up and falls back down.
Any idea what's wrong?

If the arm is tight on the motor shaft, then:
there are only 2 major parts to the rear wiper motor assembly- that is the motor assembly and the wiper arm and its blade.
I would change both parts, because it sounds like one of them is broken, its quicker and easier than trying to work out what is wrong with it.
You can pick up a replacement C3 rear wiper motor assembly from this link to eBay and the other part is the arm and blade which is available from this link (click here).
It will also require some odd sized pop rivets to refit, I will try to find a link to them.
This topic (here) has a picture of the wiper arm nut and the motor shaft and the plastics removal to access the motor assembly.
