Hi legins

The heater matrix is directly behind the centre console.

You can't normally hear any water rushing or moving in the cooling system, so I would imagine this is pointing to your problem.

With winter coming and this problem, it would be worth renewing the coolant and refill the system as Citroen suggest, you can fin out about the right coolant and the right way to fill the system here: Citroen C3 Coolant topping up topic.

Flushing out the system my be useful, particularly if the old coolant drained is not the right colour and may clear any blockage in the heater matrix, if there is one.

Is it a good blast of air, the right amount of air, just the wrong temperature?

Hi legins, after your flushing, has the rushing water sound gone?

Do the heater matrix pipes get hot?

What sort of colour was the coolant you drained from the car?

There are some tips on refilling the coolant in a C3 in this topic

It shows the header tank you can use to make a head of coolant:

You may find an additional bleed point on the coolant housing block, its different to the one on the heater matrix pipe.

Part numbered 3. I am not sure if your engine has it, but worth a look.
