I am stuck missing the OPR number: can't retrieve proper wiring diagram.

Wondering if anyone can find it using the VIN number? (VF7FCHFXC28728815)

RPO is just the birthday code.

If you know the date of manufacture then you can work it back, but things only really changed in 2006, 2009, 2016 etc, so you don't always need to be very close at all.

The VIN says your engine is a HFX, that's 1.1 Litre (TU1) so your bio is wrong. Can we trust the rest of the bio or was the engine changed?

You don't need the exact RPO number for the circuit diagram.

For the C3's manufactured between 2002 and 2009 there were two different versions of the electronics. The CAN-VAN system used from 2002-2005 and the "all CAN" system used from 2005 to 2009 (facelift). So the RPO from any C3 manufactured from 2006 to 2009 will do (in your case).
So maybe some kind person with a car in that range will donate their RPO number. I'm sorry mine's earlier.

If you are looking at spare parts, however, that's different. There may be modifications to the parts used from time to time and the RPO number defines where in the production line the car was made and what parts/manufacturers were used. A classic example are brake parts. Bosch and Lucas were used at different times and the parts are not interchangeable!

I don't know what you are using to find the circuit diagrams but if you go down the "configuration" option, try "multiplexing CAN". NOT multiplexing VAN! ER, that's if your BIO is to believed and your car is a "facelift" version. That's why it's important to get the BIO right.
