I am having a problem with the headlights of my car. The dipped beam switches on and remain on when it feels like it. I am suspecting the headlight relay as being the problem. I have looked in the fuse box under the hood but there are no relays there.
Where are the lights relay?
please help

The relays are not user replaceable.
they are in the BSM module, under the engine bay fuse box.
A replacement BSM module is available here on ebay and are not very expensive and not coded to the car either.
Other relays are in the BSI module and you can't replace those either.
Removing the Citroen C3 BSM module from the car topic is here.

The fault is likely to be the COM2000 module at fault (here), you can find out about the COM2000 on the C3 here.
Its Diagnosed with Lexia.

Does the green light bulb symbol on the dash illuminate when this happens? If so it could be the BSI or COM2000 (most likely the COM2000).
If the green light bulb symbol doesn't come on (but only the main beams do), it could be the BSI or BSM (most likely the BSM).

Then, as c3driver52 says, it's probably the COM2000.
It means the entire system is being told to turn the lights on, as opposed to a failure of the relays in the BSM, which would only turn the main beams on.
IF you are game you could pull the COM2000 unit apart.
https://www.youtube.com/watch?v=0TkwJcouXZk
At the 15 second mark he points to a little window, make sure yours shows a "o" BEFORE you pull the COMS2000 off the car. Turn the steering wheel to centre to get the "0".
The lighting stalk can be pulled off by removing the two screws on the back (as the guy shows at the 31 sec mark). When you remove the stalk you will see that the lighting controls just actuate inner and outer tubes that make contacts on the main circuit board. You could see if there is some kind of failure there (broken or misaligned fingers or the dielectric grease might be contaminated). Don't pull it apart more than this unless you don't intend putting it back into the car.
The COM unit can just be replace if you decide to get another one, there is no "coding" required.

Is your c3 equipped with the light sensor? If so, maybe the sensor is acting up?
