Yes, the screen won't fully function without the correct stereo, but I would have thought it would at least boot up. The screen doesn't connect to the stereo, it connects to the BSI.
But you bought it with it not working and I would think that if it was an easy fix then the seller would have done that.
That screen is not a normal feature of a 2004 model for finding parts and information will be challenging.

The factory stereos in the citroens are very different to an aftermarket one. There is communication between the citroen radio and the BSI over the network. An aftermarket won't do that.
It may not even be the original screen, or the original CD player. You can pop the cowling off the screen to see it it is even connected. Same for the CD changer, that may not be connected either.

You will need an RT3 or RT4 radio/head deck. Do a GOOGLE search. They had some neat features (for their day) like GPS and mobile phone.
As Arfur said these things are ultra rare on the C2/C3 platform. They were a special order. They could be found on the upper models of Peugeot/Citroen vehicles but rarely on "lower" models. In fact after being on the C2 and C3 forums from 2004, yours is, maybe, the second one I have seen, in the flesh (so-to-speak)!
There are two "communication BUS" structures that these radios ran on. CAN and VAN. If you decide to get one of these radios you will need to make sure it runs on the VAN BUS (your car runs VAN BUS)! You could go to Citroen with your VIN and see what part number radio you need (don't buy one, just get the part number). There were a couple of options too. For example; with and with out GSM mobile phone connectivity...unusable today.

Thanks guys as far as the original cowling and screen goes i think it is genuine ive taken it apart and all the wires are original and wired in.i can take it apart to take pictures if anyone is interested.i am intrested in the photos posted that certainly looks like something that should be fitted as far as the stereo goes.even though my cd changer is different as the picture shows.just think this car is part of a special addition as also fitted with leather seats.??

Like modern cars, the C3 came in "packages". Those packages had some exclusive appointments but the dealers had the say as to what was in the packages...not the buyer. These packages also varied from country to country. SOME of those exclusive appointments MAY be offered as an optional extra, but some weren't.
The leather seats, reversing sensors, panoramic sun roof and alarm were fairly common. The 5 stack Blaupunkt CD stacker was an extra offered on any C3.
However the RT3 radio and satnav was very rare! The cost was in the thousands of pounds as a extra. At the time you could buy a Tom-tom Satnav for less than a hundred pound!
