wondering if any one can help me with what this is. I found it in the drivers footwell of my 52plate c3 desire 1.4. not sure if it needs reattaching asap. pound coin is for scale.

I had a look thorough the parts list for the C3 on your year, there are pages of clips and fixings, each with a picture, but none I could see matched your part.

It is a modification fitted to the steering column lower joint fixing.
The reason for this part is to stop the steering column fixing from fully detaching should the bolt become loose.
See parts 71 and 2 in the diagram for the location of the part
and the clip can be seen in place on this picture
