Hi
I have 2004 c3 1.4 hdi and the heater blower has stopped working I have check the 40amp fuse in the engine fuse box I have removed the blower motor and connected it directly to the car battery and that works I have plugged a multi meter into the blower motor connecter and tested the voltage with the 4 different speed settings but at setting 1 I have a reading of 14.5v and that is the same voltage on setting 2,3 and 4 but the thing is if I am getting 14.5v on setting 1 why when I reconnect the blower motor why is it not working

I suspect that the voltage you are measuring from the car's wiring isn't really there. To confirm this you could try connecting a 12 volt bulb or test lamp to the circuit instead of a meter, if it doesn't glow brightly that the fault is with the car's wiring. As the motor runs with an external supply I'd say that's what's happening.
Multimeters are good but they are designed to minimise the loading on the circuit you are measuring. With car circuits it's often necessary for a significant current to flow to get true readings of what's going on (or not going on). A test lamp draws current (nearly half an amp for a 5 watt bulb) so will show if there really is electrical potential present.
Once you know where the problem really is you can investigate further.

Thanks tried the bulb test and you're right the bulb did not light up
So if fuse and motor ok what else should I be checking please

There are a couple of areas to look at:-
1) The fan speed control switch
2) The fan speed controller (aka resistor).
There's loads of information about both of these on the forum, give the search tool a try.

The C3 haynes manual (available here on Amazon) have wiring diagrams for the early C3 models and the heater blower control.
It sounds like you have covered the most common problems and now you will need a diagram and a multimeter to start checking circuits for supply and for continuity.
