drivers door handle has come off local garage says I need to buy a mechanism but they didnt remove the door card is this right or could I remove card and drill out rivets myself

There are 2 distinct parts, the handle and the mechanism. The handle is not fixed to the mechanism, just locked in place. You will need to inspect both to see which has broken.

could I remove card and drill out rivets myself
Yes, drill them out yourself. Then 'pop' some new ones in. The ones you will drill out are probably steel, but putting ally ones in to refit are fine for the job.

The are some pictures here, although not pluriel, I don't expect pluriel to differ from the C3.
