doors will not unlock

I have a c3 desire. The doors won’t open, when I press the fob, absolutely nothing, not a flicker. I bought a replacement fob, tried changing the battery first. Still nothing, swapped the inner board to the new fob with new battery, still nothing. What next?

Use the original in key in the drivers door lock to get in.
Pop the bonnet and disconnect the battery for a while.
Reconnect and try the fob.
A replacement fob will never work.
Alternatively is to use the other remote key that came with the car.

Key won’t even go in the door lock let alone open it. I only have one key it starts the engine.

There are plenty of C3 on the second hand market and if the keys don't fit the locks, walk away. There is obviously something wrong and if the previous owner did this, what else have they done or failed to do?
It may be possible for you to pop the bonnet from under the car but it's not easy. The C3 wasn't designed to be opened like that. It was designed to use the drivers door lock should the central locking fail.
With the bonnet open, disconnect the battery for a while. Reconnect the battery and try the fob again. Probably best to leave the bonnet open to save having to manually release it a second time should the unlock not work.

There are a number of things that could have gone wrong to put you in this predicament but I wont bore you with them. Suffice to say, under these circumstances, I don't have a magic answer for you.
I would recommend contacting a professional lock smith and tell them what has happened. They should advise you if they can get into your car or who to contact to do so.
The problem is; Citroen have spent a lot of effort to stop other people breaking into your car and now you are trying to do it.
The key/fob is supposed to be the only way into your car and if that fails...well, seek professional help.
I can assure you that the Citroen C3 is NOT the only car that can lock its owners out.
If we knew of a "secret" way into the car then thief's would too. By the way, no, we don't know a secret way in...sorry.
