The slot in which the bolt enters is broken, it is displaced. This makes excessive noise when opening and closing the door tensioner. You can see vidoe.
I would remove the bolt, grind off the paint, weld the broken bits to fix it in place, then,
Manufacture a patch of metal, including a hole in it and weld the patch over the problem area.
Be careful to align the hole in the patch with the hole in the car to put the bolt back in.
(put the bolt through the hole and tighten it up before welding the patch so you know they are aligned and held in place).
Remove the bolt after welding and refit the check strap.
