I have electric ones on our C3, so can't help you by checking. But you can just pop off the black plastic triangle cover that is on the passenger compartment side of the car opposite the mirror itself. On our car I can clearly see a bunch of wires passing through the hole.

You will also need one of these switches on eBay

The diagrams for the Citroen C3 2002 fuse box doesn't show different fuse ratings for different spec models, so you shouldn't need to change any fuses if you have the correct ones in there already.

heres a pic of the rhs drivers door internals from a 2004 1.4hdi 8v Desire, with manual mirrors.
Maybe the two leads on the left heading out to the mirror are for elect mirrors when fitted ?

Also worth checking the wiring diagram to see if the mirrors operate through the BSI. If they do I suspect you'll have to enable them through programming. I added foglights to ours, they only worked after they'd been enabled in the car's configuration.
If at first you don't succeed, destroy all the evidence and pretend you never tried

One for the mirror and the other the outside air temperature monitor

Yes, that's lexia/diagbox, it is what's used to change options in the BSI.

I don't know if there is an option for electric mirrors in there, but if there was going to be an option, the BSI is where it will be and Lexia is the tool you need to make the changes.
