The clutch master cylinder comes as a complete unit and is not to be repaired. When one part is failed, the whole unit is ready to be changed for a new one. Find the Citroen C3 clutch master cylinder here.

Part 20 appears twice, and it part number 215615 - available here.

215615 - XX93329 or FF157B are called the 'Receiver Pipe Seal' - Part 20 in the diagram - is a rubber type seal.

If you need more of the seal, the part in your photo, you need the complete pipe, shown as 12 in the diagram.
