RPO is just the date of manufacture. You can get quite close by guessing the date it was made by date of registration.

RPO info citroen-c3-tips/citroen-c3-orga-rpo-rp- ... -t204.html
There is a link in that topic to a tool to calculate the date, start at 9400 and work your way up to your guessed date

Its not a serial number or anything specific to the car other than the date it was born :)

Things didn't change much till around 2006 so you have a big window to play with. Each day increments the RPO by 1.

Non starter and dead, if not the battery could be a maxi fuse, one of the hidden ones under the engine bay fuse box. Often blow with a bad starter motor.

Great work. Just bear in mind that high value fuses like those don't just blow to annoy you. They blow because of a serious over current situation on the part of the circuit that the fuses helps to protect.

If its the starter fuse, you may have a failing starter solenoid.

Any idea which fuse it was that had popped?

The maxi fuses are 'Citroen only' to replace, hence they are hidden from the usual fuses. The thinking is that 'if one of these has blown the car needs to be investigated further'...
