Had a similar issue. After testing the brake light switch I determined it needed replacing. After I replaced the brake light switch same same - lights permanently on. On removing the switch and depressing by finger all worked fine. I then found the switch has an adjustable plunger. ( aftermarket switch BTW). So I refitted the switch and had wife press brake pedal. With brake applied I pulled the adjustable plunger out a bit till it touched the activating plate. This resolved my issue. Thought I would post in case anybody else fell into this trap.
