As I have said after being in the garage overnight I checked the battery with my Meter and the reading was
12.23v the car started but took a few turns my question is the battery needing changed

The true measure of a battery is its capacity and cold cranking current . So just measuring the battery voltage is only part of the story.
Low battery voltage can identify a bad battery but a battery can be poor and still show a voltage.
There are testers available to the home user like this tester on Amazon
But, for me, if the battery I have is a good few years old and it starts to turn the engine a bit more slowly, I know it's a good thing to change the battery because they have a limited life and only get worse.

12.23V when idle is a bit low but not really a good reason to replace the battery on that fact alone.
Do you know how old the battery is? Statistically speaking, batteries over 4 years old tend to fail.
Does the engine crank over quickly or slowly? Slowly is not good.
Have you checked the terminal voltage of the battery with the engine running? Should be between 14.2 and 14.6 volts. This tells you that your alternator is working but it's irrelevant as to the status of the battery. If it's low, there could be a problem with the charging system and not the battery. Measure the voltage on the actual lead battery posts, not the electrical connectors.
Classic symptom of a bad battery is the power steering failing, however this doesn't always happen.
For a small price your local garage should be able to 'load test' the battery.
