2016 had unused connector taped up near the OBD port.

My son has a 2016 c3 and on the obd port there is a earth that is tape up and I can not find where it goes if some one can help me out that will be great

You will often find plugs present but not connected on the C3 models, usually if it is not the top-tier model/exclusive but even then there can be plugs with no socket or a socket with no plug. Plugs are often taped out of the way, but not always with a used C3.
Is there something not working that led you to find this plug?
And how do you know it is an earth?

If the terminal is connected directly to 'earth' (I hate using that term, no offence), and it was part of the cars original loom, it should be green with a yellow stripe.
Black is typically used for 'BUS' (communication) connections, however I cannot recall any all black wires in the wiring loom. Black stripe...maybe? Wires which have all black insulation are typically used on after market devices to indicate connections to the negative terminal.
Citroen's wiring looms are sloppy but they usually don't leave an exposed termination. Even if it was unused.
It looks like a termination to the chassis of a device like a radio, blue tooth device, mobile phone cradle or whatever. These days if it doesn't need shielding, device cases are made out of plastic.
The strange thing is that the black wire and the electrical connector appear to be in separate looms held together by a bit of masking tape (that's not uncommon). The multi pin electrical connector also appears to have the Peugeot/Citroen symbol on it making it an official piece of kit!

OZVTR mentions the factory earth colours on the Citroen C3 are usually green/yellow.
Identification is often by wire number printed on the insulation.
If everything is working, I would leave it all as it you found it.
