Is Lexia3 the only/best available diagnostics tool out there?

I don't know anything about the link you have put above, I have never used their service and have no reports of their level of service. Lexia 3 is software, the Actia box is the hardware, Diagbox is a later version of software that includes Lexia 3. PSA XS Evolution is yet another later version or clone of Actia/Lexia3/Diagbox. The ones you see for sale are clones, not original Citroen gear.

The 'best' could be a proper Citroen supplied hardware and software complete with a subscription to updates, but for owners of older cars this is unnecessary, but if you are running a garage or workshop for newer cars, this would be very important and quite profitable. It depends on your needs.is it the only/best available diagnostics tool for Citroen C3?
A 2006 C3 will talk to an OBD2 reader and give up engine fault codes, but the Lexia based system can do so much more that just read codes.
I would suggest you purchase from either Amazon or ebay because you can read the feedback or reviews and there is an easier path for returns or non delivery.

In my case my I am not running a business or anything, just want to get to know how to fix/check the car, cos the service shops here are ... no good.

As with all made in China non OEM hardware you pays your money and takes your chance. The software will be a copy of the genuine manufacturer software which has been 'modified' to work without licensing. One thing to watch out for with the software that is bundled with the hardware, make sure you have a PC or laptop which is suitable to run it, not only the operating system but the version of the software, many will only run on a 32-bit version of the operating system which is increasingly less common.
I still use Lexia 3 running on a Windows XP virtual machine as part of Windows 7 Pro. It's on an old laptop which I kept just to run this and similar software for older vehicles.
